Harvey Local Planning Strategy and Town Planning Scheme

The Shire of Harvey undertook a review of its District Town Planning Scheme. As part of this a Local Planning Strategy was prepared. TME were appointed to undertake this review and preparation of the Local Planning Strategy.

The Local Planning Strategy is the core of the Local Planning framework and is intended to become a central feature of the Town Planning Scheme Review. The Strategy will set out the local government’s general aims and intentions for future long-term growth and change.

The approach to the Strategy was to adopt a simple format using information based mapping and plans together with policy areas and statements, which together illustrated the strategic direction for the Shire. Summary tables were incorporated for individual policy areas which provided a simple reference point with a description of each area, policy statements relevant to those areas, the range of permitted uses and a summary of development issues relevant to the particular locality.

The Strategy demonstrates the broad strategies for agriculture housing, industrial, shopping and business activities and proposals for transport, parks, open spaces and other public uses. It defines the various planning precincts and areas for new development, redevelopment and conservation. The Strategy’s settlement policies for the Shire should comprise a major part of the Local Planning Strategy together with the priorities for rural land. The Strategy provides a sound basis on which Council’s corporate planning initiatives for land use and development may be developed.
